To verify a Kenyan ID number, check it against **Kenya's national population register** - formerly known as **IPRS** - through an **authorised verification service**, with the person's **consent**. A successful check confirms that the ID number is real and matches the name and details on record. It does **not** prove that the person in front of you is the ID holder, so always compare the photo and details on the card too.

## What IPRS is

The **Integrated Population Registration System (IPRS)** is Kenya's national master population database. It links records from different registration agencies - such as births, national IDs and other civil records - into one source of truth.

The directorate that runs it is now called **National Population Data Management (NPDM), formerly IPRS**, under the State Department for Immigration and Citizen Services. Its stated objective is to make the register available "for use by both the public and private entities for authentication services", and it describes the register as the cornerstone of **electronic Know Your Customer (eKYC)** verification for government, banks and other institutions.

## How employers verify an ID number

Access to the register is controlled - there is no public search for other people's details. Employers verify IDs through **authorised identity verification services** that connect to the register, such as background-check providers and KYC platforms.

1. **Tell the candidate** you will verify their ID, and why.
2. **Get their consent** - in writing is clearest. See our [background check consent form](https://cazini.co.ke/guides/background-check-consent-form-kenya).
3. **Collect what the check needs:** the ID number, and usually the full name as on the ID and the date of birth. A clear copy of the ID card helps.
4. **Run the check** through your verification provider, which compares the details against the register.
5. **Review the result:** does the name, ID number and date of birth match exactly?
6. **Compare in person:** check the photo on the ID card - and the candidate - against the record.

## What a match does and does not prove

| A successful ID check confirms | It does not confirm |
| --- | --- |
| The ID number exists on the national register | That the person in front of you is the holder |
| The name and date of birth on record for that number | Their qualifications, work history or criminal record |
| Whether the details the candidate gave you match | That the physical card has not been altered |

That is why identity verification is usually the first of several checks, alongside [KRA PIN verification](https://cazini.co.ke/guides/verify-kra-pin), education checks and a criminal record check.

## Maisha Namba and the Maisha Card

Kenya is moving to a new identity system. According to the **National Registration Bureau**:

- **Maisha Namba** is a unique, lifelong personal identification number assigned at registration, typically at birth.
- Adults **keep their current ID number**, which becomes their **Maisha Namba** and appears on the face of the new card.
- The **Maisha Card** is the third-generation ID card, with a microprocessor chip, the holder's photo, ID number, card serial number and biometric data.
- **Replacing the older second-generation ID is optional**, so you will see both kinds of card for years.

For employers, the practical point is simple: the **ID number stays the same**, so your checks and records keep working whichever card a person carries.

## Red flags

- The name or date of birth on the register does not match what the candidate gave you - beyond an obvious spelling variant.
- The photo on the card does not resemble the candidate.
- The candidate refuses to let you verify their ID, or offers a "copy" only.
- The card shows signs of tampering: uneven printing, mismatched fonts, a photo that looks pasted on.

If something does not match, **ask the candidate to explain** before you decide - there are innocent reasons, such as a recent name change after marriage.

## Do it lawfully

An ID check processes personal data, so the **Data Protection Act 2019** applies. Tell the candidate what you are checking and why, collect only what you need, keep the result secure, and delete it when you no longer need it. ## How Cazini helps

Cazini checks a candidate's national ID against Kenya's national registration records, confirming the name and details they gave you - usually in about an hour once the candidate has consented. It can be run alone or with KRA PIN, education, employment and criminal record checks in one report. See [background checks](https://cazini.co.ke/background-checks).

## Frequently asked questions

### How can I verify a Kenyan ID number?

Check it against the national population register, formerly called IPRS, through an authorised verification service, with the person's consent. A match confirms that the ID number exists and belongs to the name and details on record. Then compare the photo on the ID card with the person in front of you.

### What is IPRS in Kenya?

IPRS, the Integrated Population Registration System, is Kenya's national master population database, which links registration records from several government departments. The directorate that runs it is now called National Population Data Management (NPDM), and it provides identity authentication to public and private entities.

### Can I check someone's ID number online for free?

No public tool lets you look up another person's records. Access to the national register is controlled and governed by the Data Protection Act, so employers verify IDs through authorised services and only with the person's knowledge and consent.

### What is Maisha Namba?

Maisha Namba is Kenya's lifelong unique personal identification number. Adults keep their current ID number, which becomes their Maisha Namba and appears on the new Maisha Card, the third-generation ID.

### Is the old ID card still valid?

Yes. According to the National Registration Bureau, replacing a second-generation ID with the Maisha Card is optional, so employers will see both kinds of card.
